Job Description:

The Incumbent will supervise staff members and manage daily operations at the Roseburg Medical Center and Eugene Health Care Center managing the complex and comprehensive radiologic and imaging program. The incumbent will provide administrative support for the Roseburg VA Health Care System Imaging department under the direction of the Chief of Radiology.
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), [or Mammography (M) duties performed independently, as applicable]. Advanced certification indicates that the incumbent [can operate independently] and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. [In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist. Education: Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE). English Language Proficiency: DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Supervisory Diagnostic Radiologic Technologist GS-12 1) Experience. At least one year of the following types of experience comparable to the next lower grade level that fully meets the KSAs at that level. 2) Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. DRTs at this grade level may be appointed to one of the following assignments: Assignment to this grade level is restricted to those serving as the chief radiologic technologist at medical facilities with comprehensive and complex radiographic and imaging programs. Employees in these assignments plan and direct the radiologic technology program at active, affiliated medical centers with critical care and emergent inpatient services, and have full supervisory responsibility for a large staff of subordinate personnel, including GS-10 DRTs, at least one subordinate team leader or supervisor at the next lower grade level, and may include clerical or administrative support staff. At this level, the radiologic technology program typically includes the full variety of comprehensive and complex modalities. The candidate must demonstrate the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*): *Ability to perform the full range of supervisory duties, including responsibility for assignment of work performed; performance evaluations; recommendations for appointments, awards, advancements, and, when appropriate, disciplinary actions; and identification of continuing education and training needs. Ability to serve as a consultant to other facility personnel in evaluating and planning radiologic technology services for the most complex cases. *Ability to participate in research studies and/or as a consultant to others conducting research. *Ability to consult with staff and resident physicians through patient presentation, attending ward rounds, and specialty clinics and/or conferences, etc. *Ability to assess, plan, and evaluate the delivery of radiologic technology services at the facility. FUNCTIONS AND NOT LIMITED TO: Management of Assigned Location (Eugene or Roseburg): Supervises all Imaging department areas at assigned duty location in accordance with standards including, but not limited to, local policy, VISN, VHA, ACR, OSHA, and Joint Commission requirements. Ensures that imaging procedures are performed accurately, efficiently, and safely by the staff. Maintains policies/procedures to ensure smooth departmental operations. Ensures departmental policies/procedures are properly adhered to. Ensures patient comfort, convenience, quality care, and safety. Works to resolve and appropriately address patient and staff complaints and concerns. Schedules, prioritizes, and sets deadlines for regular and special work assignments of the assigned Imaging Staff. In conjunction with the Chief of Radiology, collaborates with higher-level management in making decisions related to the Imaging department. Ensures assigned staff compliance with quality programs. Schedules, trains, assign work, and evaluates the work of Imaging staff at their assigned locations. Counsels staff regarding work performance and professional conduct. Ensures the assigned department has adequate supplies. Meets with assigned department personnel on a regular basis and solicits advice or suggestions concerning department operations. Establishes and maintains intra and inter departmental communication. Creates, maintains, and enhances effective working relationships. Develops teams and individual employees to improve technical skills and work environment. Reviews and evaluates the assigned department's quality and effectiveness with management. Identifies present and potential needs and problem areas. Participates in administrative staff meetings and attends other meetings as required. Facilitates a productive and amicable working relationship between physicians and technologists. Establishes and facilitates a productive and robust communication process within the department and with the other Medical Center departments. Analyzes organizational, technical, and administrative problems to develop and implement solutions. Administrative Management: Provides oversight for the overall administrative management of the Imaging Service. Exercises independent and creative judgment in accomplishing major duties. This may include working with the Chief of Radiology and Supervisors to interpret administrative policies, developing local polices, defining administrative requirements, and/or providing advice to the Chief of Radiology on related issues. Provides substantial input into policies and action plans to ensure Imaging Service compliance with VA Central Office (VACO), VISN, The Joint Commission, ACR and other entities as appropriate regarding performance improvement and quality management programs. Interacts with VA HCS, VACO, VISN and community officials to keep abreast of substantive service issues within the organization; and tracks and helps guide those items that need local implementation. Incumbent assists the Chief of Radiology and Supervisors with monitoring the Imaging Service performance and performance improvement. Incumbent will coordinate Imaging Service input and update of the Joint Commission Periodic Performance Review (PPR), VACO Radiology/Imaging, Environment of Care Concerns, and responses to external reviewers (SOARS, VA OIG, OSHA, etc.). Incumbent will track deficiencies until correction is completed. Uses analytic techniques to interpret data from such reviews to Service leadership and translate into actionable measures. Establishes internal procedures to meet deadlines, progress reports, and directives and uses own initiative in developing procedures which will increase the general flow of information and overcome bottlenecks in the administrative process. Independently secures the required administrative and managerial support to meet operating requirements.
