Job Description:
OMB's Health Division is comprised of five branches with responsibility to engage in analysis, planning, policy formulation and regulatory review to improve programmatic quality, efficiency and financial management in the health field. We strongly encourage candidates with knowledge of federal health insurance programs to serve in roles that oversee federal health policy in Medicare, Medicaid, and Marketplace health insurance programs.
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are: You may qualify at the GS- 14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to (1) Overseeing and/or coordinating the formulation and execution of a budget; (2) Leading negotiations on policy issues; (3) Conducting analyses of major policy issues to highlight alternate solutions and or make and defend recommendations; AND (4) Developing and recommending strategies for approaches to improvement in value and effectiveness of program operations. You may qualify at the GS- 15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to (1) Overseeing and coordinating the formulation and execution of a budget; (2) Leading negotiations on policy issues; (3) Conducting analyses of policies and studies to support budget, legislative and regulatory policymaking; AND (4) Formulating long-term strategic plans for an organization (Such as: determining the most efficient and cost-effective methods of management and program delivery services as well as evaluating performance and results). Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
As a Program Examiner, GS-0301-14/15, your typical work assignments may include the following: Performs legislative, economic, management, financial management, procurement, information resources, regulatory, and organizational analyses. Develops and analyzes major policy issues, highlighting alternative approaches that might be taken to resolve problems, and make and defend recommendations. Synthesizes highly complex and voluminous materials. Develops and recommends strategies for the approaches to improvement in the value and effectiveness of management systems, field administration, program operations, mid-range and strategic planning, and program evaluation. Determines the most efficient and cost-effective methods of management and program delivery services as well as an assessment of performance and results. Synthesizes highly complex and voluminous materials. Reviews of policy, budget, legislative, and management issues related to Medicare, Medicaid, private health market reforms, and a wide variety of public health research programs that are operated under the Department of Health and Human Services (HHS). Plans, conducts, and completes special analysis and studies to support budget, legislative, management, financial management, procurement, information resources and regulatory policymaking for major federal programs and issues. Develops measure of the cost and effect of alternative program/policy choices, including cross-cutting responsibilities.
