Job Description:
The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff.
Qualifications: Bachelor's degree in Computer Science, Information Technology, or a related field, or equivalent work experience Minimum 5 years of experience designing and supporting large scale campus networks and/or wide-area networks. Experience in contract management, project management, SDLC, and change management processes required. Experience with Visio. Must be able to secure and maintain Federal Government security clearances as deemed appropriate by senior management. Knowledge, Skill, and Ability (KSA) and Competency Requirements: Strong knowledge of BGP and Internet Routing. Knowledge of DMVPN and IPSEC VTIs. Knowledge of DWDM and Optical Transport Systems. Knowledge of TCP, UDP, QoS, DNS/DHCP, TLS/HTTPS, SNMP, EIGRP, and OSPF. Skill in analyzing Sniffer traces. Skill in the coordination of network engineering and integration projects. Ability to manage large projects and bring them to a successful conclusion. Ability to provide engineering leadership on all phases of analysis, design, testing, and implementation of networks, integration of voice and data, and telecommunications. Ability to perform complex planning and evaluation of network systems. Ability to communicate effectively, both orally and in writing, with elected officials, senior staff, information systems professional, and non-technical users. Job Summary: The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel. The incumbent provides systems administration and configuration management support for data network hardware and software components for the U.S. House of Representatives' infrastructure. Incumbent is a technical consultant and contributor on data network systems analysis, integration, implementation, and maintenance projects. With the 3 potential pay grades, the scope of responsibility will increase as the pay grade increases. This position may be required to travel between the Alternate Computing Facility, Data Centers and the Capitol’s campus. This position does not have supervisory responsibilities. Primary Duties/Responsibilities: Evaluates and recommends commercially available, standards compliant wide-area networking solutions. Develops traffic engineering studies and analyses to determine data network requirements. Performs cost/benefit analysis on competing methods of providing data communications. Designs complex integrated communication networks and develops network service specifications and procedures. Assists in the preparation of Request for Proposals and Request for Quotations. Reviews and evaluates reliable, cost-effective, and efficient wide-area communications for the House. Provides senior level operational support on day-to-day operations and resolution to complex WAN/LAN problems. Conducts performance and bandwidth utilization monitoring of wide-area communication systems. Keeps abreast of relevant telecommunications technology changes and applies industry standards to House requirements. Trains other House staff in telecommunications technologies and provides technical guidance to junior level engineers. Performs other official duties and special projects as assigned.
