Job Description:
The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff.
Qualifications: Required Experience: • Bachelor’s degree in business, human resources, industrial and organizational development/psychology, or a related discipline required; advanced degree preferred. • Minimum of 5 years of direct experience in the Human Resources field, with demonstrated expertise in one or more areas including employee engagement, organizational design and development, occupational/job analysis, organizational assessments, competency development and career mapping, workforce surveys, and program evaluation. • Minimum of 3 years of experience in a strategic consulting role. • Use of various HRIS, LMS, or talent management systems to track development progress and generate reports on program impact. Preferred Experience: • Professional HR certification preferred (e.g., SHRM-CP, SHRM-SCP or PHR). • Minimum of 2 years of progressive project management experience preferred. Demonstrated experience creating content for structured programs for employee growth, such as mentorship programs, leadership pipelines, developmental programs or rotational assignments. • Collaboration with department heads, HR representatives, and leadership to implement and support career development strategies. • Experience with employee survey distribution, response tracking, and facilitation of high participation rates. • Facilitation of focus groups, workshops, or listening sessions to deepen understanding of survey outcomes. Job Summary: The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 800 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel. The People Experience Specialist role is an exciting opportunity to join the People Experience Team in the Office of Human Resources (HR) in the CAO at the U.S. House of Representatives. CAO HR is responsible for providing strategic human capital guidance and an array of human resource programs to CAO employees and applicants. This role champions set engagement strategies, actively participates in the development of training, coaching, and career grown programming, participates in projects and programs related to organizational design and development, human capital systems design and consulting, occupational/job analysis, competency development and career mapping, organizational assessments, workforce and employee engagement surveys, and program evaluation. Additionally, this role will assist the other HR teams in delivering impactful and relevant support when needed to continuously improve the experience for all CAO employees. This position does not have supervisory/managerial responsibilities. Primary Duties/Responsibilities: • Implement developed talent strategies aligned with organization strategic and operational goals and objectives. • Identify internal talent trends to inform creative strategies to support growth and internal mobility of staff. • Develop expertise in CAO career development programming and platforms helping to champion them across the organization. • Develop, review, and/or modify career development and engagement educational materials, assists with the facilitation of trainings and workshops, and provided related administration. • Support the People Experience Manager to design and implement employee engagement programs that enhance employee satisfaction, retention, and commitment. • Assist in the administration of employee surveys and other feedback mechanisms to gather input and track the effectiveness of HR programs and initiatives. • Work collaboratively with CAO business units and HR subject matter experts to drive employee experience of and engagement with relevant information and programming. • Assist in the development of communication processes and plans to support program and organizational objectives. • Assists in evaluating and quantifying effectiveness of strategic programs and projects through relevant metrics and assessments. • Provides support as needed to the following HR teams to assist in workload and deepen knowledge in HR; Compliance Team, People Operations Team, Talent Acquisitions Team, and Workforce and Position Management Team. Performs other official duties as assigned.
