To serve as a Security Specialist and security advisor, providing oversight and management of multiple security disciplines (personnel, industrial, and physical) in support of the Advance Program Office (APO).
Other Significant Facts: This position is a designated national security position. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. SFPC (only) Department of Defense Security Fundamentals Professional Certification (SFPC) conferral is required within 2 years of the established employee EOD. A pre-employment physical examination is required. Selectee must meet requirements specified on SF 78, Certificate of Medical Examination for employment at overseas/deployed locations. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of information, industrial, and personnel security concepts, principles, and practices to plan and implement security programs in these areas. 2. Knowledge of security classification methods for access to classified or sensitive information. 3. Skill in the research, interpret, and analyze security requirements for special access program (SAP) and sensitive compartmented information (SCI) security procedures. 4. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security programs for the installation. 5. Ability to communicate effectively, both orally and in writing, negotiate complex issues and to establish/maintain professional working relationships with coworkers and customers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Duty 1: Implements and administers the SAP information and industrial security program for the Advance Program Office. Duty 2: Implements and administers the personnel security program. Establishes local procedures for processing requests for security accesses for military, civilian, and contractor personnel. Duty 3: Implements and administers the SAP physical security program. Implements DOD, USAF, DIA, and MAJCOM policies and directives for the construction, protection, and operation of all advanced programs facilities to include sensitive compartmented information facilities (SCIFs). Duty 4: Advises senior leadership on all aspects of bedding down two operational squadrons of F-35As. Formulates policies with the Advance Program Manager and creates action plans to ensure completion of all bed down construction projects in preparation for first aircraft arrival, and achievement of subsequent command operational capability goals.
