Job Description:
The Fleet Management Systems Specialist is located in the United States Park Police, Washington, DC Field Office in the Business Operations Division. The purpose of this position is to provide principle and technical expertise to conceive, plan, coordinate, evaluate, and manage for acquisition, operation, maintenance, repair and disposal of vehicles and equipment within the United States Park Police fleet.
All qualifications must be met by the closing date of this announcement-10/13/2025-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for the Fleet Management Systems Specialist position at the GS-9 grade, you must meet the following requirements by the closing date of this announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: (1) Applying principles and methods regarding applicable vehicle operational management rules, regulations and guidelines; (2) Utilization of a fleet management information system; and (3) referencing and following vehicle specifications, manufactured warranty policies and procedures, and standard service and maintenance practices. You must include your resume with hours worked per week annotated. -OR- EDUCATION: Successful completion of at least a Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree or LL.B. OR J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. You must include transcripts. To qualify for the Fleet Management Systems Specialist position at the GS-11 grade, you must meet the following requirements by the closing date of this announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of: (1) Applying proper application of and compliance with principles and methods regarding vehicle operational management rules, regulations and guidelines within a large fleet system; (2) Ensuring organization compliance with vehicle/cargo utilization policies, procedures, and documentation requirements; and (3) Independently entering and editing data, querying reports, and auditing for accuracy within a fleet management information system. You must include your resume with hours worked per week annotated. -OR- EDUCATION: Successful completion of at least a Ph.D. OR an equivalent doctoral degree, OR successful completion of at least 3 full academic years of progressively higher-level graduate education toward either a Ph.D. or an equivalent doctoral degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.
The major duties of the Fleet Management Systems Specialist position include, but are not limited to, the following: Responsible for assisting the Fleet Manager with the operations, scheduled maintenance and scheduling the repair of United States Park Police (USPP) vehicle and mobile equipment fleet. Perform cost-benefit repair or replace and life-cycle analysis on accountable, capitalized and non-capitalized personal property and/or rolling stock. Perform budget management functions for current and past fiscal budget year. Conduct internal control budget audits and prepares reports for agency and organization and program managers. Responsible for the requisitions, receipt, issuance, and control of government issued credit cards Duties will be developmental in nature when filled below the full performance level.
