Job Description:

This position is located in the Office of Human Capital and Training, Human Resources Operations Center. As a Supervisory Human Resources Specialist (Deputy Chief of HROC), you will serve as an expert consultant and advisor on all HR matters and operational programs for the agency, consulting with leadership in order to provide advice and guidance on all HR matters to ensure accomplishment of the agency's mission.
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 10/03/2025. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 10/03/2025. GS-15: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Serving as a technical expert in at least two or more of the following human resources functions: (1) recruitment and staffing, (2) classification and position management, (3) benefits administration and retirement consulting/processing, (4) awards and performance management, or (5) employee personnel processing life-cycle; Developing and recommending long range Human Resources programs and strategic planning to facilitate the accomplishment of organizational goals and objectives resulting in a culture of continuous improvement and enhanced customer service; Identifying strategies and approaches for resolving problems, improving customer service, and developing new or improved methods of delivering services; Supervising subordinate supervisors responsible for overseeing the execution of an operational unit whose work has agency-wide impact. Serves as an expert consultant and advisor on all HR matters and operational programs for the agency, consulting with leadership in order to provide advice and guidance on all HR operational matters to ensure accomplishment of the agency's mission.
Serves as a subject matter expert in the development of operational policies and procedures related to staffing, classification, benefits and retirement in supporting the need for innovation and efficiency.
Coordinates on the development and implementation of projects to ensure compliance with law and regulation, coordinating with the DHS on a variety of HR activities to ensure alignment with DHS wide practices.
Serves as an advisor to agency senior executive leadership on various strategies related to talent acquisition, hiring and recruitment activities required to meet mission requirements.
Liaises with other Federal agencies in order to coordinate on and address various HR related issues.
Directs work through subordinate supervisors; assumes a full range of delegated managerial and supervisory authorities within HROC and provides both technical and administrative oversight to subordinate supervisors and staff.
