Job Description:

You will serve as a GENERAL BUSINESS INDUSTRIAL SPECIALIST in the NAVAL AIR WARFARE CENTER AIRCRAFT DIVISION, SYSTEMS ACQUISITION GROUP, COST & SCHEDULE ANALYSIS DEPARTMENT, and EXECUTION ANALYSIS & SUPPORT DIVISION of NAVAIRWARCENAC DIV. The duty location of this position is Patuxent River, MD.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12/13) grade level or pay band (DA-05) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing analyses for aircraft systems in all phases of the life cycle (development, production, sustainment) and involving state-of-the-art engineering and manufacturing techniques; 2) Providing timely and quality analysis of contractor reported cost and schedule data in accordance with organizational processes to support Project Management decision making; 3) Preparing cost estimates to support the Planning, Programming, Budgeting, and Execution (PPBE) requirements, program reviews, logistics management reviews, and other management decisions; 4) Developing analytical and cost estimating models through the use of mathematical and operations research technique; 5) Identifying and documenting Earned Value Management (EVM) system compliance issues and coordinating corrections with appropriate personnel; and 6) Developing and presenting oral presentations to assist management in the interpretation and use of data associated with cost and schedule performance along with organizational recommendations on potential cost and schedule mitigation activities. You will ensure that all products and services provided to Cost Department Customers are in accordance with established Cost Department policy, procedures and processes.
You will provide Cost Department Customers with cost products that are accurate, timely, and consistent and meet Cost Department quality standards.
You will recognize that cost products shall not be considered approved/certified until the Cost Department review process is completed and all recommended changes are incorporated into the final product.
You will contribute to change and growth within the Cost Department by assisting in the research and development of new tools, techniques, processes, and training.
You will prepare cost estimates to support the Planning, Programming, Budgeting, and Execution (PPBE) requirements, program reviews, logistics management reviews, and other management decisions.
You will be responsible for supporting the team during the development of appropriate cost/schedule criteria, cost analyses, and cost estimates that are accurate, complete, and reflect the engineering design parameters stated by the Navy.
You will provide EVM and schedule input to the Interim Performance Assessment Reviews, Contractor Performance Assessment Report System, Selected Acquisition Reports, Defense Acquisition Executive Summary, and Program Management Reviews.
You will pursue the interchange of data and information from EVM personnel throughout the Department of Defense, other government agencies, and industry in order to provide central authority and expertise in these subjects.
