Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Trade, Mission Readiness Division, Human Capital Division, Strategic Programs Division. Location is negotiable to the following locations: McAllen, TX Tucson, AZ Washington, DC
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Planning, organizing, coordinating, controlling, and evaluating the activities of an organization. Directing a program segment that performs a variety of services that are professional, technical, and/or administrative in nature. Directing and providing services that have a significant impact on a substantial part of the program office and facilitates the organization's accomplishment of its primary mission or programs administered nationwide. Overseeing the overall planning, direction, and timely execution of a program or several program segments. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/06/2025. This position starts at a salary of $105,383.00 (GS-13, Step 1) to $137,000.00 (GS-13, Step 10. Major Duties Include: Developing detailed plans for multi-year programs, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the lifecycle of the programs/projects for trade special projects, including monitoring information systems and databases to support and enhance reporting development, acquisition support, and strategic goal integration. Reviewing programs/projects to determine how they can be accomplished with the least disruption to trade workforce and mission operations and that directions and schedules are accomplished in a timely manner. Creating and leading process improvement efforts by creating flow charts, spreadsheets, trackers, survey, and other tools as needed. Participating and facilitating regular information planning sessions, presentations, briefings, and conferences and maintaining productive interaction with stakeholders, and reporting on the status of progress of work accomplished to date, and monitoring work in progress. Shaping future planning initiatives to be more mission driven and better align with mission goals and resource allocation decisions.
