The FRTIB is looking for a highly qualified and motivated individual to serve as a Security Officer (Division Chief). This Job Opportunity Announcement (JOA) may be used to fill other Security Officer (Division Chief), GS-0080-14 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.
This position is being announced simultaneously as an internal merit promotion opportunity. For this position, the QRF(s) are: A current Contracting Officer's Representative (COR) Level I or Higher certification is preferred. To be eligible for this position, applicants must meet the specialized experience requirements listed below. Specialized Experience: Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-13) in the federal government. Specialized experience is defined as: Adjudicating Tier 5 investigation cases to determine eligibility for Top Secret, Sensitive Compartmented Information (SCI), or Special Access Program (SAP) access in line with national security standards. Experience coordinating physical security, safety management, business continuity, emergency response, and insider threat programs to address threats and align security objectives across functional areas. Interpreting federal directives from Office of the Director of National Intelligence (ODNI), Defense Counterintelligence and Security Agency (DCSA), and Office of Personnel Management (OPM) to revise agency personnel security policies, conduct compliance reviews, and advise senior leadership on security program improvements. Experience preparing and delivering briefings, reports, and training materials to senior leadership and external stakeholders to communicate program status and promote security awareness. *Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
The major duties of the position are: Serves as technical program authority to plan, develop, implement, evaluate, and improve the personnel vetting program for Federal Retirement Thrift Investment Board (FRTIB). Develops and assesses enhancements and innovations to significant, evolving, and unprecedented security problems, and analyzes the various impacts upon other Agency programs, operations, and functions. Advises FRTIB security and subject-matter managers on new developments and advances in security techniques in personnel vetting, safety management, physical security, and emergency incident response. Develops and manages an enterprise level emergency incident response plan and works closely with the Business Continuity and Security Program Manager to develop and implement the continuity of operations plan. Prepares reports and presentations to brief on the progress of ongoing work to Office of Resource Management leadership, FRTIB senior executives, and Board Members.
