Conditions of Employment (Cont.) This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes Knowledge on Congressional Posture Team Process administered by SAF/LL, an ability to anticipate Congressional Requests for Information, answer Questions for the Record, review and edit all responses to Congressional Members and Professional Congressional Staff Members. Knowledge of the Headquarters Air Force Task Management Tool (TMT) program and Air Staff task coordination and integration process. Ability to plan, organize, analyze, and establish work related priorities; appraise the staff of organizational challenges through Letter Directors of Staff; adjusts work related priorities for the entire DCS organization to meet senior leader deadlines. Expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as mission and flight operations, tactical airlift, tactical training, rescue, deployment, mobilization, PPBS, acquisition, special operations, exercise, flying training systems both manned and unmanned, rescue, foreign military sales, contingency, or similar operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge on Congressional Posture Team Process administered by SAF/LL, an ability to anticipate Congressional Requests for Information, answer Questions for the Record, review and edit all responses to Congressional Members and Professional Congressional Staff Members. Knowledge of the Headquarters Air Force Task Management Tool (TMT) program and Air Staff task coordination and integration process. Knowledge of, and skill in applying procedures, requirements, regulations, and policies related to the work of the directorate. Ability to plan, organize, analyze, and establish work related priorities; appraise the staff of organizational challenges through Letter Directors of Staff; adjusts work related priorities for the entire DCS organization to meet senior leader deadlines. Ability to communicate clearly and effectively both orally and in writing. Ability to work collaboratively with internal and external organizations, including administrative support functional specialists. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The primary purpose of this position is: to serve as a Program Management Specialist for the AF/A5 Director of Staff on matters including management of administrative staffing actions, researching and strategic messaging required by the DCS, Strategy, Integration, and Requirements, and as a point of contact for all A5 Congressional inquiry responses, research, hearing preparation, and relations with Congress. Works directly with Legislative Liaison to the Secretary and Chief of Staff of the Air Force (SAF/LL) as the team leading assessing and assigning queries from staff and members of Congress and evaluates applicability and quality of responses. Serve as Action Officer, Resource Integration for the A5 Deputy Chief of Staff (DCS) for Strategy, Integration and Requirements, and advises on policy matters relating to the organization, training, and operations. Provides key, decision quality information and administers day-to-day activities in support of the DCS, Strategic Plans and Requirements, concerning major Air Force issues of national scope, interest, and significance. Leads research, preparation and presentation for senior level correspondence.
