Job Description:

The primary responsibility is to supervise the safe, reliable, and efficient operation of Richmond VAMC's industrial equipment and plumbing infrastructure. Responsible for the supervision of two, distinct trades, Electronic Industrial Controls and Pipefitters. Serves as a supervisor for one (1) WL-10 Pipefitter Work Leader, nine (9) WG-10 Pipefitters, 1 WG-9 Plumber, and seven (7) WG-11 Industrial Controls Mechanics.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Working Conditions:
Oversees daily operations for two, distinct trades, Electronic Industrial Controls and Pipefitters, ensuring the smooth functionality, and overall safe operation of critical medical sterilization equipment, laboratory critical water, dialysis critical water loop, laundry plant, floor maintenance equipment, patient transport equipment, and the entire piping infrastructure. The critical systems include medical air compressors, RO/DI water tanks, dialysis water, medical instrument reprocessing equipment, laundry equipment (for two VA locations), and nutrition and food service cooking and meal prep equipment. Additional equipment includes, but is not limited to the installation, modification, maintenance, repair, inspection, adjustment, and preventive maintenance of high and low-pressure distribution systems for steam, condensate, sewage, storm drains, hot and cold potable water, vacuum, and medical/laboratory gases; and equipment such as water heaters, hot water generators, radiators, sinks, water closets, lavatories, mixing valves, sprinklers, system pumps, etc. Plans weekly or monthly work schedules and sequence of operations for subordinates. Monitors day-to- day activities ranging from general maintenance activities, water treatment programs, and overall equipment/subordinate effectiveness. Instructs both pipefitters and industrial control mechanics in proper operations and maintenance of all components within the scope of responsibility. Supervises, plans, directs, and administers all aspects of Operations and Maintenance. Performs the duties of a maintenance mechanic if required due to emergency or staffing issues. Investigates any work-related problems affecting issues such as efficiency, productivity, or costs and implement corrective actions within authority for resolution. Develops and manages preventive maintenance schedules, coordinates equipment safety and functional inspections, and oversees repairs and upgrades to all equipment at Richmond VAMC. Develops and executes of a training and development program for subordinates. This program must meet VA Central Office requirements, but must specifically address ongoing training to develop, maintain, and regularly refresh qualified pipefitters and industrial control mechanics in safe maintenance and repair operations. The program must include formal and on-the-job training for every specific piece of equipment listed in the major duties. Creates a training program to qualify newly appointed subordinates in the repair and operation, maintenance, and safety for work performed at Richmond VAMC. Responsible for compliance with all VA Central Office memorandums, directives, and standards. Observes all safety regulations and hazardous material handling and storage procedures in the performance of duties and enforce those regulations with all employees supervised. Works on their own initiative in routine and general repairs and inspects work performed by Facilities Management Services and contractors to ensure proper installation and compliance with government specifications and codes. The position is subject to after-hours, weekend, holiday, and emergency call-back due to operational or weather-related emergencies. Performs the general duties of a maintenance mechanic when necessary, to provide shift coverage. Meets the needs of customers while supporting VA missions, and consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures and handles conflict with the customer both constructively and appropriately. Fosters a positive work culture and builds support among team members for management's goals and policies. Creates an inclusive and motivating environment where team members feel valued, understood, and aligned with the overarching objectives and strategies set forth by the overall organization's leadership. Serves as a Contractor Officer's Representative (COR) for projects related to the maintenance, and repair, of building finishes. Prepares requisitions and specifications for materials, writes service contract proposals for repairs or installations and forwards them to Facilities Management Service leadership as warranted.
