This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Personnel to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a Construction Control Representative responsible for an assigned function of surveillance of contract construction operations.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-10 Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal Service which includes Overseeing, managing, and inspecting construction work. GS-11 Specialized Experience: One year of specialized experience equivalent to the GS-10 grade level in the Federal Service which includes Overseeing, managing, and inspecting construction work AND Performing detailed quality assurance functions for all aspects of construction.
Make controlling interpretations of intent of plans and specifications.
Responsible for surveillance, controlling, and monitoring the construction program for major military projects.
Review and analyze plans and specifications to gain familiarity with the project to ensure the feasibility of the construction aspects prior to start of work.
Monitor the provisions of the contractor safety program for compliance.
Assist in negotiating field changes.
Confer with contractor's staff to settle disputes and disagreements on-site.
