This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants ineligible to apply.
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Must be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3.g) Education: Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure: Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. English Language Proficiency: LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Experience, Education and Licensure. In addition to the basic requirements, you must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Qualifying creditable experience is further defined in the how to apply section of the job posting. In addition to meeting the Knowledge, Skills, and Abilities (KSAs) for the GS-12 grade level, you must demonstrate the KSAs below: Ability to make judgments and decisions associated with program management. Ability to monitor program outcomes using data driven quality assurance process. Ability to develop productivity standards appropriate to each service provided. Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs. Physical Requirements: The work of this position is primarily facility based and has no requirement for strenuous physical activity. The incumbent will sit, stand, walk, throughout the facility during the tour of duty. There may be requirement to travel within the catchment area, VISN, or nationally. Duties may require attendance at non-VA facilities and events in the community for the purpose of networking, supervision, and training of staff.
This position serves as Mental Health Residential Rehabilitation Treatment Program Manager (Domiciliary Chief) at the VANOEHS MHRRTP located at Louis Stokes VA Medical Center in Cleveland, Ohio. The MHRRTP Program Manager duties include: Planning, establishing, and implementing policies and procedures, developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating, and overseeing staff of the assigned programs. Responsible for the clinical and administrative operation of the MHRRTP program, as well as education and training of staff, in collaboration with other VA professionals. Maintains primary responsibility for the development and implementation of all Standard Operating Procedures (SOPs). However, the MHRRTP Program Manager must work with several different services and programs (i.e. Psychiatry, Psychology, Recreational Therapy, Vocational Rehabilitation, Social Work, Nursing, and Pharmacy) to develop discipline specific procedures. Responsible for Homeless, Psychosocial Rehabilitation, Serious Mental Illness (SMI), PTSD, and Substance Use Disorder bed sections in the Domiciliary, and oversees the specialized professional services that significantly impact the health care provided to VANEOHS Domiciliary Veterans.
