Knowledge of financial management theories, principles, and practices typically acquired through a Bachelor¿s degree in a related discipline or an equivalent combination of education, training, and experience. Demonstrated ability to apply this knowledge in the oversight, development, and administration of a financial management program. Ability to serve as the responsible point of contact for the Personal Financial Management Program for Marine and Family Programs. Skilled in managing program services including education and training, information and referral, and counseling on consumer skills and prudent money management, with emphasis on prevention of financial difficulties through education. Knowledge and skill to interpret and develop policies, plans, processes, and procedures to support financial readiness initiatives. Ability to independently review, analyze, and recommend approval or disapproval of program plans. Ability to establish and apply measurement processes and procedures to evaluate program effectiveness. Knowledge of evaluation techniques to conduct reviews of program administration and operations and provide expert recommendations for improvement. Skill in analyzing and developing proposals or provisions in terms of impact on resource requirements. Ability to develop new or revised policies, plans, and procedures to incorporate changes affecting operating activities and requirements. Competence in designing alternative initiatives and advising leadership on solutions to program challenges. Ability to lift and carry objects weighing up to 45 pounds independently and objects weighing over 45 pounds with assistance.
Serves as the responsible point of contact for the Personal Financial Management Program including oversight, development, and administration. Provides education, training, information, referral, and counseling on consumer skills, financial planning, and personal financial readiness. Focuses on prevention of financial difficulties through proactive education and resource support. Oversees program policy, processes, procedures, and evaluation, including measurement and reporting systems. Coordinates with other specialists and agencies to revise plans, negotiate agreements, and develop improved services and curricula. Researches and applies best practices from federal, state, and local programs to enhance effectiveness. Utilizes various fact-finding techniques (interviews, case analysis, observation, inspection) to identify issues, develop recommendations, and implement solutions. Reviews proposed program changes for compliance with statutory and regulatory requirements. Manages the program's operating budget, prepares reports, and forecasts short- and long-range plans. Adheres to all safety standards and actively supports EEO principles and prevention of sexual harassment. Performs other related duties as assigned.
