One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Managing or leading enterprise-wide information technology projects in support of automated financial systems during the entire project life cycle, including planning, development, execution, and evaluation of project performance; compiling financial management business processes from various sources to ensure their accuracy and efficiency as it pertains to financial legislation and operational policies, procedures and regulations surrounding automated financial or accounting systems; performing technical analysis and support for existing and new financial or accounting systems. This position requires you to obtain and maintain a Level 3 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 3 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. Serves as a Financial Systems Project Manager in the Information and Technology (IT) Directorate.
Work involves extensive planning and coordination efforts to develop and deliver financial systems projects that are responsive to the both the short and long term needs of customer organizations.
Responsibilities include financial management systems development life cycle planning to oversee system design, test and implementation requirements.
Develops and employs tools and methods to track progress throughout the life cycle of a project and ensure schedules and objectives are accomplished according to milestones.
Uses managerial techniques and quantitative analysis to monitor work in progress and evaluate the status and progress of work.
Provides regular feedback to leadership and stakeholders through appropriate reports, meetings, briefings and information papers both formally and informally.
