One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: applying separation of duty access control policies, processing principles, and techniques; balancing financial management and internal control policies and regulations; documenting and recommending disbursing system access request requirements; and researching system access request issues related to disbursing systems. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. As a senior Financial Systems Analyst, the incumbent ensures that government policy and regulations are fully supported in the design and development of assigned financial systems.
Incumbent assists in project evaluation efforts and monitors system changes to ensure proper coordination among all customer organizations.
Investigates, analyzes, and determines the cost and impact of proposed changes or new subsystems.
The incumbent conducts independent fact finding, studies, and surveys related to a specific module, phase, or work process of a major financial system. Identifies systems problems and recommends solutions.
Analyst assists in the planning and development of assessment criteria and conditions for the testing phases.
Incumbent analyzes system requirements to assess consistency, completeness, validity, reliability and impact on system integrity.
