To qualify for a Geospatial Information System Specialist your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Perform analysis of Enterprise Business System (EBS), Geospatial Information Systems (GIS), and Automated Computer Aided Drafting (AutoCAD) data to support planning, programming, budgeting and accounting for assigned projects involving facilities renovation/construction and capital equipment to include project programming, accountability, and development of facilities project packages. Communicate with customers (at host site and forward locations) to incorporate mission requirements in conjunction with GIS, CAD, and EBS data to create a complete project package. Prepare project packages, justification and analysis, and determination and findings from GIS to support the work requested. Generate requirements for facility work or modifications to existing real property. Estimate budgets within EBS based on projects developed through GIS, AutoCAD, RS Means, and end users. Skill in using engineering and geospatial software in producing project deliverables and supporting short and long range master plans in AutoCAD and GIS to implement construction, renovation, and capital equipment projects. Apply a range of principles, concepts, and practices concerning facility operations involving a range of facility administration and program functions associated with property facilities, utility systems, buildings, equipment, and plans. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Serve as functional lead over other technicians, engineers, other technical specialists and serves as subject-matter expert (SME) in GIS and related software and data platforms.
Perform work in support of assigned facility administration functions at Defense Supply Center Richmond (DSCR) and forward sites as the DSCR GIS Program Manager.
Incorporate forward sites into the GIS model and ensures master planning and area development plans at the forward sites.
Independently analyze data based on GIS, AutoCAD, and EBS to produce initial project scopes and prepares for programming and execution.
Develop project plans based on customer input, Geospatial Information Systems (GIS), Automated Computer Aided Drafting (AutoCAD), and the Enterprise Business System (EBS) data or requirements outlined in the Installation Master Plan.
Serve as point of contact (POC) for facility planning regarding GIS and AutoCAD.
