Provides professional engineering management to a complex, technically sophisticated, and service oriented Biomedical Engineering Program. This includes healthcare technology strategic planning, pre-purchase assessment, acquisition support, implementation coordination, equipment management, training, and ongoing maintenance support across the enterprise. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/20/2025 BASIC REQUIREMENTS: 1. United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.g. 2. Education and/or Experience. The individual must meet either item (a) or (b) below to meet this requirement: (a) Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time. OR (b) Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed in item 2(a) above. 3. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ยง 7403(f). 4. Grandfathering Provision. At least one year of experience equivalent to the next lower level (GS-09). OR (2) Education Ph.D., or equivalent doctoral degree in Biomedical Engineering, or a related field of engineering, with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. OR, Bachelor's degree, PLUS three full years of progressively higher level graduate education in a related field of study, with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. (3) Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to implement and/or sustain an equipment management or biomedical research program that meets The Joint Commission (TJC), National Fire Protection Association (NFPA), or other applicable regulatory requirements. Ability to develop material for a continuing education program for clinical or research staff, that address the principles and application of medical technology, and/or biomedical theory used in healthcare. Ability to advise staff on emerging medical technology, or research procedures, while keeping abreast of changes in such technology, and utilizing the information to solve biomedical engineering problems. Knowledge of basic project management principles, as applied to the healthcare setting and medical equipment, and information system implementation. GRADE DETERMINATION GS-12 (1) Experience. Completion of at least one year of specialized experience equivalent to the next lower level (GS-11); or completion of a post-doctoral research fellowship in the field of biomedical engineering, and must fully meet the KSAs at that level. (2) Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to conduct a medical equipment management or biomedical research program that is compliant with applicable healthcare standards and regulatory agencies. Ability to develop a curriculum for a continuing education program, that address the safe and effective use of medical technology, and/ or research devices. Ability to manage a recall and safety alert program for medical devices, including medical device hazard investigations, to assure compliance with patient safety goals, SMDA, and TJC requirements. Ability to conduct capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment. Ability to function as the subject matter expert in the field of biomedical engineering, directly supporting specialized clinical technology, including service, system administration, training, quality assurance, and life-cycle management. Ability to effectively advise clinical and administrative staff on medical technology, including existing and emerging technology, which addresses viability, long-term suitability, compatibility, and/or safety. Knowledge of concepts related to computer based medical systems, networking protocols, and information security as it applies to medical technology within VHA. Skill in communicating and working collaboratively with key stakeholders, including technical and professional staff at various levels of the organization. Ability to apply project management principles to deployment of medical equipment and health information technologies. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-11 to GS-12. Physical Requirements: The work is mostly sedentary. It typically requires sitting with sustained periods of concentration. There will be some walking, standing, bending, and carrying of relatively light objects. The position may also require stooping, reaching, lifting, pulling, and other moderate exertion or strain. Incumbent may occasionally have to walk some distance to a meeting.
The duties of the Biomedical Engineer includes but is not limited to: Supports the VHA, VISN, and Facility missions and Biomedical Engineering Program goals while operating in accordance with VISN policies, biomedical policies, and standards of professional service. Functions as program manager and senior technical advisor on medical technology matters, including Real- Time Locating System (RTLS), Network executive management, Network Program Officers, executive management at all medical centers, clinical service lines, and facility department directors. Reports directly to the Chief Biomedical Engineer and exercises authority to oversee the overall planning, direction, and timely execution of the assigned projects. Responsible for planning, designing, and implementing programs, projects, studies, and other work to support technology across the Northern Indiana VA Medical Center. Analyzes maintenance and support strategies including review of out-sourcing versus in-house support for different aspects of the system. Analyzes and recommends optimal maintenance strategies for clinical technology systems. Oversees financial management of the RTLS project, including budget forecasting, expenditure monitoring, and maintenance cost analysis. Leads technology assessment of medical systems and related equipment by working collaboratively with medical staff to evaluate market offerings, determine VISN and medical center requirements, design system configurations, and develop specifications. Works collaboratively with the Contracting staff to procure equipment that best meets clinical needs on balance with competitive processes and value considerations. Coordinates implementation of medical technology including assessing site preparation requirements, managing project activities and timelines, monitoring installations, and facilitating training of equipment operators and maintainers. Responsible for overall coordination of technical support of various medical systems, including corrective and preventive maintenance; applies expert knowledge to rapidly restore systems to full operation. Responsible for establishing consistent methodologies, protocols, and procedures across the Northern Indiana VA Medical Center in the RTLS project. Assures that medical device recalls and hazard alerts are acted upon as appropriate and that equipment related safety enhancements are implemented. Remains current with standards interpretation, implementation objectives, and regular reporting requirements. Monitors and reports progress to requirements set by accrediting organizations such as The Joint Commission, the College of American Pathologists (CAP), the NRC, etc. Trains technical support staff at each campus and supports the implementation of effective education programs for medical system users. Advises the Chief Biomedical Engineer and Medical Center Leadership in all areas of medical technology.
