Job Description:

This position is located at ID-Readiness Support Office, Fort Bragg, NC. PCS Costs and Incentives Permanent Change of Station (PCS) costs are authorized. Incentives will be paid: Relocation incentive in the amount of $10,000 may be authorized with a two-year agreement. Resumes must be two pages (or less). Resumes should clearly demonstrate the applicant's relevant experience, skills, knowledge and abilities as they pertain to this position. A qualified candidate must possess the following: Demonstrated work experience, equivalent in difficulty and complexity to the next lower grade level, that include the knowledge, skills, or abilities that are essential for successful job performance to include: Program and administrative experience in child and youth programs. Headquarters experience preferred. Experience in working with CYS proponents (e.g., regulatory, personnel, funding, marketing, and organizations (e.g., BGCA, 4-H) related to child and youth program functions. Ability to review/evaluate CYS program effectiveness and compliance with benchmark criteria and DoD / Army policies and procedures. Experience in planning and conducting training for child and youth staff. Ability to communicate effectively orally and in writing. In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified": Possess at least three (3) years of Department of Defense Child and Youth Services (CYS) experience at the Administrator, Program Operations, or Coordinator level. In order to be considered for the highly preferred criteria, your resume must show that you meet BOTH the minimum qualifications, and ALL of the high preferred criteria. Applicants meeting ALL criteria will be considered best qualified, and will be referred to the selecting official first. Remaining applicants will be referred for consideration if the certificate (referral list) is returned with no selection.
Serves as a program specialist and subject matter expert for child and youth programs within the Child and Youth Services (CYS) Directorate.
Provides specific project officer support to Army-operated and Army sponsored programs resulting from CYS initiatives. Develops contract specifications for program materials and services.
Develops and revises policy directives, plans, and operational materials for Army-wide implementation of child and youth programs.
Executes Directorate effort to provide technical assistance through training workshops, process action teams, on-site visits, and inspections.
Develops and communicates the strategic/key messages for CYS programs through the written/visual mediums (such as information and staff papers, slides, reports, flyers, and brochures). Represents and speaks for the Army on child and youth issues.
