Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Human Resources Management, Executive Services Division, located in Washington, DC.
Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Leading a team, or supervising, a federal human resources organization responsible for providing staffing, recruitment, compensation, and/or performance management services related to the Senior Executive Service. Providing advisory services and conducting verbal briefings and presentations for senior officials. Preparing a wide range of documents, to include letters, memoranda, reports, briefings, and presentations, for senior officials. Leading strategic change, process improvement and maximizing efficiencies both within and outside the organization, to meet organizational goals. Maintaining strong working relationships with key stakeholders and personnel, ensuring that stakeholders are appropriately informed. Joining the U.S. Customs and Border Protection (CBP), Office of Human Resources Management (HRM) as the Director of Executive Services will allow you to use your expertise in managing a wide range of human resources (HR) responsibilities. In this Division Director position, you will become a key team member of Homeland Security professionals involved in directing, coordinating, and overseeing work of the department. Typical work assignments include: Overseeing the daily operations of the Executive Services Staff, to include slot administration, staffing, recruitment, pay administration, performance management and awards and recognition. Leading a team of employees responsible for staffing and recruitment, initiation of pre-employment screening (e.g., background investigations and drug screening), job offers, onboarding and offboarding, slot administration, pay administration, performance management, awards and recognition, benefits, and personnel action processing, for the Senior Executive Service (SES) at CBP. Overseeing the appointment of political appointees, and slot administration/performance management for Senior Level (SL) and Scientific and Professional (ST) positions at CBP. Coordinating and consulting with various stakeholders to include DHS Office of the Chief Human Capital Officer (OCHCO), CBP's Payroll Office and Processing and Servicing Center, Performance Review boards. Planning work for subordinates, setting and adjusting priorities and preparing schedules. Ensuring statutory, regulatory, policy, and established timelines are met and work products are accurate.
