Job Description:
This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education- Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work. Licensure- Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency Requirement - Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs. Skill in coordinating and implementing one or more specialty program(s), across thefacility. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Knowledge of organizational structure and impact on program operations. Preferred Experience: 3 Years of Mental Health Social Worker experience. In addition: Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program areas. Work Environment: Work is performed in an office/clinic setting with minimal risks that requires normal safety precautions; the area is adequately lighted, heated, and ventilated. However, the work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations. Total Rewards of a Allied Health Professional The MEDVAMC, a Complexity Level 1a VHA facility, serves as the primary health care provider for more than 120,000 veterans in southeast Texas. The MEDVAMC is home to a Post-Traumatic Stress Disorder Clinic; a Network Polytrauma Center; an award winning Cardiac and General Surgery Program; a Liver Transplant Center; and one of the VA's six Parkinson's disease Research, Education, and Care Centers. As the Program Coordinator, the employee is accountable and responsible for: Attending general staff meetings as required Providing sufficient clinical care for competency assessment, peer review, and credentialing and privileging processes Participation in a peer review process, as assigned Serving as a mentor, including new employee orientation Participating in a competency assessment process Providing LCSW supervision Manages, plans, develops, implements, and evaluates the administrative and Social Work clinical aspects of the MHICM/PRRC programs located in the main facility and the Community Based Clinics (CBOCS). Manages and controls the use of data related to these programs regarding day- to-day functioning and program evaluation. In conjunction with the Social Work Service Chief and Mental Health Care Line Executive, plans, organizes, and directs administrative, operational, patient, and personnel activities for these programs. Assures the Social Workers whom they supervise are aware of, adhere to all current directives of VHA, and meet current Joint Commission standards, State licensure standards, and VA-OIG expectations. Provides direct clinical services as back up to the program Social Workers that the employee supervises. The employee also provides direct clinical services and is licensed at the advanced practice level (Licensed Clinical Social Worker) and provides supervision for subordinate staff to qualify for licensure.
