Job Description:

The Deputy Administrator for Human Resources Operations Services leads and oversees the full scope of HR operations within the Treasury Common Services Center (TCSC). Provides strategic leadership, executive oversight, and expert guidance in designing, implementing, and enhancing HR programs, policies, and service delivery models to meet Treasury bureaus and enterprise-wide human capital needs.

Your resume must demonstrate possession of the knowledge, skills, and abilities essential to fulfill executive responsibilities typically required in SES positions, including: Directing the work of an organizational unit; Accountability for the success of one or more specific programs or projects; Monitoring progress toward organizational goals and periodically evaluates and makes appropriate adjustments to such goals; Supervising the work of employees (other than personnel assistants) at least 25% of the time; or Exercising important policy-making, policy-determining, or other executive functions Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. EXECUTIVE CORE QUALIFICATIONS (ECQs): By statute, OPM prescribes Executive Core Qualifications (ECQs) for the appointment of career SES members. The ECQs were designed to evaluate executive experience and not technical expertise. The following ECQs provide the focus for certification of executive core qualifications for initial appointment to the Senior Executive Service. Your two-page resume should show that you possess the Executive Core Qualifications. ECQ 1 - Commitment to the Rule of Law and the Principles of the American Founding: Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. Leadership Competencies: Knowledge of the American System of Government, Commitment to the Rule of Law, Civic-Mindedness. ECQ 2 - Driving Efficiency: Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. Leadership Competencies: Fiscal Responsibility, Managing Resources, Leveraging Technology. ECQ 3 - Merit and Competence: Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. Leadership Competencies: Technical Skill, Problem Solving, Agility and Resilience. ECQ 4 - Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. Leadership Competencies: Accountability, Developing Others, Executive Judgement. ECQ 5 - Achieving Results: Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Leadership Competencies: Operational Mindset, Innovation, Strategic Thinking. FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Written Communication, Integrity/Honesty, Continual Learning, and Public Service Motivation. TECHNICAL QUALIFICATIONS (TQs): In addition to the ECQs, candidates must address Technical Qualifications (TQs). TQs are designed to assess an applicant's experience relevant to the specific position requirements. All applicants must clearly demonstrate in their two-page resume, experience and accomplishments related to the TQs below: TQ 1 - Demonstrated mastery of federal Human Resources policies and procedures. TQ 2 - Extensive experience leading HR service delivery for one or more functions in an operational shared services organization. TQ 3 - Demonstrated experience supervising or managing a multidisciplinary HR team or organization. There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs). Only the required 2-page resume will be considered.
Serves as the TCSC Director on matters affecting Human Resources operations: 1) identifies the potential impact of proposed legislation, regulations, and Treasury policies and procedures on operational activities and workload and makes recommendations for actions or decisions; 2) serves from time to time in the development of Treasury-wide policies, procedures, and regulations, with specific responsibility for testing the feasibility of such measures to operations, and initiates or recommends changes in them as a result of operational experience and within the broader context of the Department's mission, strategic goals and priorities; and, 3) represents the Treasury Department in dealings with the Office of Inspector General, Office of Personnel Management, Merit Systems Protection Board, Office of Special Counsel and other federal entities on matters related to specific Treasury operational personnel matters. Serves as a principal advisor to the DASHR/CHCO concerning Treasury's efforts to strengthen ties between the Department's human capital strategies, policies, and programs with front line HR service delivery. Develops and conducts a comprehensive HR management evaluation program for TCSC. In coordination with the DASHR/CHCO, represents the Department with key officials of other departments and agencies and participates in interagency deliberations on government-wide operational human resources issues. Is responsible for the design, content, and execution of a comprehensive, integrated operational human resources shared service delivery program for the Department. Services include, but are not necessarily limited to, transactional aspects of position classification, personnel action processing, payroll processing, and benefits administration. Provides executive leadership and direction to staff through subordinate managers and delegates sufficient authority to effectively manage resources and provide an environment for creativity and innovation. Cultivates constructive conflict management, provides a positive cultural environment, and fosters organizational integrity and teamwork. Evaluates employee performance. Exercises delegated authority for final approval of classification actions, appointments, pay setting, promotions, reassignments, dismissals, etc., through GS-15 and equivalent. With only broad guidance, the incumbent manages his/her responsibilities with an unusually high degree of authority and independence and is held personally accountable for the efficient and effective operation of all assigned programs and projects. The incumbent's professional competence is evaluated based on the overall results achieved. Identifies potential problem areas throughout the Department and builds relationships between various specialized HR program functions to develop short term and long-range plans to address them. Presents, justifies, defends, or settles matters involving significant issues related to HR policies and regulations. Prepares correspondence involving controversial matters or requiring coordination and/or approval of senior officials; assures that all material is clear and concise, provides information and guidance to all levels of management, and satisfies their needs and interests concerning HR matters. Promotes efforts to generate understanding and acceptance by operating officials of their responsibilities for meaningful participation in HR management, in keeping with merit system principles and equal employment opportunity laws and regulations. Provides information, tools, and automated products to assist managers in performing of their HR management responsibilities. Tracks and reports on managers' performance of their HR responsibilities to the DASHR/CHCO, ASM, Deputy Secretary, and Secretary of the Treasury.
