The Supervisory Health System Manager serves as the VISN Business Implementation Manager (BIM) with responsibility for directing, managing, and overseeing all of Business Office functions. In conjunction with the Health Care Business Operations Manager, the BIM manages all aspects of the VISN 6 Network Health Care Business Office to include capturing insurance data, pre-registration.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements: Undergraduate or graduate level degree with a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration -OR- progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. You may qualify based on your experience as described below: GS-14 grade level: Specialized Experience: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: demonstrated knowledge of the VA Community Care Program, Medical Care Cost Recovery Program, and critical Health Administration Programs (eligibility, Health Information Management, consult management). In conjunction with the Health Care Business Operations Manager, manages all aspects of the VISN 6 Network Health Care Business Office to include Capturing insurance data, pre-registration. Position is responsible for verifying insurance data with veterans and private/Other Health Insurance (OHI). Pre-admission certificates, Care in the Community (CITC), CCN, and VCA utilization review, and billing for Co-Payments. Also captures pharmacy copayments, other third party, Tort cases, Office of Workers Compensation cases, Humanitarian, Ineligible Claims, Personal Violence Claims, Bills of Collections and Sharing Resource Agreements such as CHAMPVA and TRICARE. Manages and reviews activities for billing, auditing, collecting and follow-up for all the above. The BIM supervises an interdisciplinary team of 18 that includes three GS 13 Health Plan Managers; three Clinical Managers (either RN's or PA's); and 12 Advanced Medical Support Assistants. Incumbent also provides indirect supervision and leadership to seven GS 13 to 14 Business Office Managers, 7 community care managers, as well as coordinating reporting and appeals processing with the Office of Integrated Veterans Care (IVC) consolidated OCC Payment Managers for VISN6; the associated Accounting Supervisor, and OCC Payment Regional Officers. The BIM is considered a subject matter expert in operations and programs of the seven medical centers, facilities, and community-based clinics within the VISN. The VISN Business Implementation Manager (BIM) is a pivotal role in improving access to care options through outreach to community and DoD providers for Veterans seeking health care services from the Department of Veterans Affairs. Care Coordination between VA and the community is an extremely complex and challenging task that requires both clinical and administrative team members working in concert to provide desired results.
