Job Description:

You will serve as a Property Administrator (PA) in the Business Directorate of SUPERVISOR OF SHIPBUILDING BATH. Salary Range by Grade Level: GS-07: $55,383 to $71,999 GS-09: $67,743 to $88,065
For the GS-09 Grade Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing contractor property control plans or operations to ensure compliance with established government mandates or contract requirements. For the GS-07 Grade Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting in the administration of contracts relating to control of government property. You will be responsible for ensuring that the contractors’ property records are maintained in accordance with the approved contractor property administration plan.
You will provide assistance, training and guidance so that contractor establishes and maintains accountability throughout the life cycle of property from acquisition through disposition.
You will keep the contracting officer informed of progress made, and of matters with potentially serious consequences.
You will participate in peer review process, both pre and post award, to include acquisition planning.
You will be responsible for ensuring that property is within pre-established authorizations.
You will ensure that contract provisions are incorporated into the property acquisitions and control systems.
You will serve as the subject matter expert with comprehensive knowledge of a complete range of contract types, methods of contracting, contract variations, and their uses.
You will plan appropriate strategies to procure complex requirements, conduct negotiations, cost analysis and contract administration of this highly visible complete cost-reimbursable contract.
You will work with contractor in achieving acceptance of changes to property control programs of a large scope with a substantial impact on the contractor’s operations.
You will interpret and adapt regulations, initiate and issue procedures and guidelines to maintain control, conduct property surveys, and evaluate the effectiveness of the overall industrial property administration program.
