These positions are located in the Federal Permitting Improvement Steering Council (Permitting Council) Infrastructure Project Management team. The incumbents will be responsible for coordinating permitting timetables for FAST-41 covered and transparency infrastructure projects.

SPECIALIZED EXPERIENCE REQUIREMENT:FOR THE GS-14 GRADE LEVEL you must possess at least ONE FULL YEAR specialized experience equivalent to at least the GS-13 grade level. Specialized experience is defined as experience performing at least four out of five of the following: Serving as a subject matter expert in Federal environmental reviews and authorizations pertaining to the National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Clean Water Act, and other relevant Federal statutes and regulations. Managing the preparation, review, and approval timelines for various environmental permit applications. Implementing best practices to add consistency, predictability and accelerated timeliness to federal infrastructure permitting processes. Identifying and tracking of performance metrics related to environmental permitting projects. Coordinating environmental permitting projects involving multiple stakeholder interests. Maintain expert level knowledge and experience with Federal environmental reviews and authorizations pertaining to the National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Clean Water Act, and other relevant Federal statutes and regulations; Liaison with federal agency, industry, and other interests to prepare recommendations for Executive Director posting on the FAST-41 transparency dashboard; Actively track and monitor FAST-41 covered and transparency projects from posting to final determination; Represent the Permitting Council and the Executive Director before other senior level government officials (including Deputy Secretary level management) and other senior level executive stakeholders; Function as lead on permitting process improvements, efficiency, predictability and transparency, contributing to the development of Agency Best Practice Report and Annual Report to Congress; Assist Contracting Officer Representative to manage contractor deliverables; Act as the Permitting Council liaison to other senior level government officials to ensure continuous business process improvements across the interagency infrastructure permitting process, utilizing data analysis, performance metrics consistent with the statutory requirements set forth in FAST-41; Interpret, analyze, and apply project data on front and backend of Permitting Dashboard to provide executive and senior level permitting officials accurate briefs; Liaison with various Federal and state permitting agencies and staff to ensure compliance with the FAST-41 statute and relevant regulations and guidance; Identifies and implements best practices to add consistency, predictability and accelerated timeliness to federal infrastructure permitting process, without degrading environmental impacts or community outcomes; Functions as an authoritative advisor to management for development, implementation of performance metrics (i.e. Recommended Performance Schedule), and all matters related to project activities within the Permitting Council.
