The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. A. MANDATORY TECHNICAL QUALIFICATIONS: Applicants must reflect superior technical qualifications demonstrated through leadership and management and must demonstrate the TQs in the resume or you will be found ineligible. 1. Demonstrated experience providing evidence of comprehensive knowledge and ability to provide high-level analysis and guidance in developing and implementing viable and results-oriented solutions in at least three of the following: strategic planning, personnel services, logistics, program management, procurement/contracting, manpower management, resource management, facilities management, technical and professional leadership, human resources systems. 2. Demonstrated experience building organizational capacity, leveraging innovation and technology to improve the performance of an organization with a strong emphasis on customer satisfaction, alignment to the organization's overall strategic goals, and data-driven decision making. In addition, DoD requires an Enterprise Perspective. Provides executive leadership, space operations staff management and vision for strategic and operational level USSF activities and directs operational and functional resources in support of the USSF mission while also serving as the Deputy Director of Staff for the USSF Headquarters. Collaborates with senior management to formulate enterprise-wide policies, manages daily operations, and plans for the use of materials and resources. As a key leader with knowledge of a broad spectrum of USSF operations, formulates and provides comprehensive policy guidance for the effective management of USSF programs, internal resource utilization, program changes, and relationships with other organizations and echelons. Formulates, implements, and reviews plans, programs, and policies to ensure alignment with USSF goals, objectives, and mission accomplishment. Recommends adjustment to resources, plans, programs, and policies necessary for timely mission accomplishment and to meet unique and politically sensitive projects and requirements. Conducts independent assessments of selected USSF programs to recommend more efficient operational and business practices and provides dynamic leadership in the development and implementation of strategic objectives that address future communication and mission support needs through efficient use of technology and appropriate process changes that align with the USSF mission. Incorporates streamlined and improved processes, increased responsiveness, accuracy and timeliness, and integration of mission support processes. Ensures USSF operational and mission support needs are well integrated and managed through new, improved or existing coordination processes and in collaboration with USSF and Air Force senior leaders. Maintains continuity and keeps leadership abreast of activities that may impact or interrupt timely functionality and operations. Ensures USSF goals and priorities guide the planning process. Implements and recommends new policies for managing key programs while making key decisions concerning the utilization of resources. Reviews and plans submissions to ensure resources will be available and are being used optimally and effectively while solving highly complex and unusual management challenges. Champions the development of new standard procedures, approaches, tools, and practices to enhance execution of mission and is current on laws, policies and directives issued by higher levels of the DoD, HAF, USSF, and by other federal agencies.
