To qualify for a IT PROGRAM MANAGER (SYSTEMS ANALYSIS) - GS - 2210 - 14, your qualifications must include: A. Specialized Experience: To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience are identified in the Major Duties section of this vacancy announcement and may also include: - Mastery of principles, concepts, standards and practices associated with the life cycle management of logistics systems to enable the development of both new technical and functional capabilities. Expert knowledge of the planning and implementation of information system requirements. - Leadership and management skills to program changes to missions and functions of an organization, requiring a full assessment of the program requirements. Expert knowledge of enhancement methods for the agencies financial reporting by coordinating audit actions across agency enterprise and external auditors to ensure the audit process runs smoothly. - Executes projects in a fast paced Agile/Scrum environment using mature and sound Project Management Principles - Effectively manages the cost, schedule and performance of Software Development Projects to meet mission and stakeholder needs Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
