To qualify for a Management & Program Analyst, your resume and supporting documentation must support one year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Developing and implementing processes for Performance Management - Conducting studies to improve the effectiveness of work operations. - Presenting recommendations and solutions on complex issues. - Proficiency with Microsoft Office suite of tools. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Serves as the primary point of contact for the DOD Performance Management and Appraisal Program (DPMAP) for DLA Disposition Services, handling confidential data and leading related training/meetings. Acts as the command representative
Provides confidential guidance and recommendations to the director, senior leaders and supervisors on performance management program execution.
Manages the awards and recognition program, including budget oversight, policy compliance, and developing courses of action to address program issues.
Provides a variety of services for the organization, including but not limited to personnel support activities, manpower management, and organizational/functional alignment initiatives to engineered standards.
Develops requests to modify engineered standards, reviews packages for completeness and adherence to policies/procedures and assists in implementation.
Participates in position management reviews in which the analyst provides a range of alternatives within the engineered standards and regulations.
Conducts comprehensive studies involving organizational workforce requirements for utilization across all organizational segments.
Interacts with subject matter experts such as Human Resources personnel, agency Supervisors, and Executive Leadership to advise and coordinate the development of technical documentation, production, and distribution.
Coordinates and conducts high level briefings, in-process reviews, reports, executive summaries, or other appropriate means of conveying analytical results.
Incumbent must be proficient with a range of applications, including but not limited to Microsoft Outlook, Microsoft Teams, Microsoft Word, Microsoft Excel, and Microsoft PowerPoint.
