As a Management and Program Analyst, you will develop new, or recommend changes to, existing issuances and directive to improve the efficiency and effectiveness of the program office.
The Immigration Records and Identity Services Directorate (IRIS) provides immigration, employment, and identity information accurately and completely to enable confident and timely decisions. The qualifications for this position must be met by 11:59 PM (Eastern Time) on 10/31/2025. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 10/31/2025 GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Perform analysis to resolve problems or improve effectiveness of operational or administrative programs; Representing the organization by providing information to internal and external stakeholders; Researches documents; compiling and charting statistical data; gathering, summarizing, and analyzing information; Carrying out specified portions or segments of specific projects. OR You may substitute a Master's degree or two (2) full years of graduate education leading to such a degree in any field, or a J.D. or L.L.B. degree for experience required at the GS-09 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Review and present information about changes in policies and procedures; Making recommendations and conducting studies to meet changes in business requirements, laws, policies, or regulations; Use analytical techniques and statistics to assess issues related to management processes, systems or in support of programs; Researching documents; compiling and charting statistical data; gathering, summarizing, and analyzing information for incorporation into final reports; Carrying out specified portions or segments of specific projects and identifying and recommending solutions to problems in program operations. OR You may substitute a doctoral degree (PhD or equivalent degree) or three (3) full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. if related for experience at the GS-11 grade level or such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within Immigration Records and Identity Services and are assigned based on the need of the agency.
The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
Communicate both orally and in writing, to audiences of various sizes and from differing demographics;
Support the implementation and coordination of a variety of initiatives impacting the E-Verify, and Systematic Alien Verification for Entitlements (SAVE) Programs;
Participate in various studies, working groups, and testing of new business systems; Support the review of background information for studies, compiling statistical data from testing and evaluations;
Represent the organization at meetings and conferences;
Support live events through exhibiting, and/or public webinars; Provide technical assistance to management in a variety of matters relating to planning activities;
Develop and evaluate policies in assigned areas of responsibility for management.
