About the Position: Responsible for maintaining long-term and day-to-day surveillance over the full range of office and field activities associated with contract construction for a large number of projects; interpreting and conforming established policies, regulatory guidelines, and accepted construction management practices, and recommending approval for design changes, or substitutions of equipment and materials.

Specialized Experience: One year of specialized experience which includes: Providing expert advice and assistance in solving complex and critical design and construction problems; Coordinating construction planning and scheduling with contractors, installation staff, and other agencies involved; Overseeing all construction phases to ensure compliance with schedules, plans, and specifications; Distributing and balancing workload and tasks among subordinate employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Building and Construction Leadership Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Oversee the full range of office and field activities associated with projects to ensure delivery of safe, quality construction.
Identify major construction site problems which may require timely corrective action to ensure construction remains on schedule.
Ensure team members maintain and submit timely records, such as daily inspection reports, progress reports, and payment estimates using applicable tools.
Review plans and specifications pre-award and make recommendations to improve constructability.
Enforce the provisions of plans and specifications covering all assigned projects under construction, including effective implementation of three phases of quality control.
Coordinate a team of construction engineers, technicians, and construction representatives in support of large dollar volume contracts for complex and diverse construction projects.
Resolve differences of opinions with contractors.
