This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Applying technical architectural/engineering practices for the oversight of contract administration projects; AND 2) Interpreting plans or specifications for construction projects; AND 3) Identification and resolution of quality issues on construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Note: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. In addition to meeting the specialized experience requirement above, to qualify for this position you must also meet the basic education requirement listed below:
Serve as subject matter expert and technical advisor to the field office staffs assisting in resolution of complex construction problems pertinent to assigned discipline.
Primary construction quality management point of contact for assigned engineering / architectural discipline for all military and civil contacts as well as all contracts at selected/designated installations on an as needed basis.
Verify the accuracy of reason and necessity codes as well as funding data on all requests for modification and/or delivery order funding from designated field offices before processing the requests to appropriate district offices.
Perform periodic surveillance of Contractors’ control of construction quality and quality management, serving in the capacity of Quality Assurance Representative.
Perform construction inspections at sufficient intervals to determine that the technical requirements of the plans, specifications and other pertinent documents are being adhered to.
Conduct biddability, constructability, operability, environmental, and sustainability (BCOES) reviews on discipline specific features of work in order to identify issues with the design products and improve the contractor bidding / process.
Study and analyze construction plans and specifications to become thoroughly familiar with contract requirements.
Determine critical areas of the work such as requirements for unique and novel installation and testing procedures, problems in the coordination of tie-ins with existing systems, and integration with related disciplines of construction.
Advise concerned field office personnel on critical features. Provides training and mentoring in the specific area of expertise to District and Field Office staff.
Assist the Section Chief with the monitoring of Construction Quality and compliance with all Command Management Indicators.
Apply extensive engineering knowledge and background coupled with knowledge of construction to lead district efforts to identify and resolve construction quality issues in assigned engineering discipline.
