This Health Systems Specialist position is in Quality Management service at the White River Junction VA Healthcare system, White River Junction, VT campus. This is position is fulltime at 40 hours per week.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-11 Qualifications Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; and (2) Regulations, national patient safety training materials and computer systems, and and applicable regulations of the Joint Commission on Accreditation of Healthcare Organizations. At this level, applicants would have obtained this experience working within a health care setting, working directly with clinicians and other administrators working with all levels of staff within the facility, including top level management and patient safety teams to help build and implement patient safety systems and promote the culture of safety within the facilities and for patients in all healthcare settings. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree, Or LL.M in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a master's degree to qualify for the GS-11 level. The position is responsible for coordinating and delivering High Reliability/Performance Improvement techniques to a broad array of program and services throughout the Medical Center, including Clinical Team Training (CTT), Coaching, Project Management, and other HRO related trainings. The role requires a high degree of analytical ability and specialized knowledge related to the management of a VA Healthcare Delivery System, and will build upon and enhance basic knowledge, skills, and abilities previously obtained through higher education and experience. The incumbent is expected to acquire additional knowledge, abilities and skills relating to analyzing, planning, and professional and public relations, with a goal of providing support to top management and learning to lead a VA Healthcare Delivery System or a smaller component/function of a VA Medical Center or Healthcare System. The incumbent will also provide general HSS assistance and expertise to the Quality Management service, to include the Patient Safety Program, regulatory readiness/accreditation efforts, and systems redesign. Duties may include, but are not limited to: Lead project teams through brainstorming sessions to develop solutions towards a specific project deliverable or goal. Advise leadership in the formulation of planning complex Strategic Plans and projects. Ensure sustainability and spread of efforts directed at improving quality, safety, effectiveness, and efficiency using management engineering. Act as the project lead for healthcare and operational improvement projects impacting patient care delivery systems and functions. Deliver training consisting of advanced practices of project management, statistics, coaching, facilitation and leadership. Define project scope and goals through collaboration with subject matter experts and leadership. Provide consultation to leadership by leveraging data analytics resources. Identify metrics performing below standards. Pull, isolate and manipulate data to identify root causes of a performance issue. Align appropriate performance improvement teams and resources, project scopes, and valuestreams, strategic and operational plans. Convert data into numerous formats using advanced statistical models. Provide consultation to executive, service line, and program leadership by leveraging data analytics resources. Lead project teams through designed brainstorming sessions to develop solutions towards a specific deliverable or goal during a project. Solicit information, provide advice, coordinate performance improvement efforts and train others with diverse educational and experiential backgrounds.
