Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Trade, Mission Readiness Directorate, Human Capital Division, Human Resources Staffing Branch. Location is negotiable to the following locations: Washington, DC Ashburn, VA New York, NY Miami, FL San Francisco, CA Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.
Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting with staffing and recruitment programs by identifying employment gaps, researching staffing authorities, and coordinating efforts under supervision. Using HR systems (e.g., EL360, USA Staffing) to track data, create reports, and provide basic employee analytics to support workforce decisions. Applying laws, regulations, and policies under guidance to assist in resolving recruitment, classification, and organizational management issues. Providing recommendations to leadership by compiling data and suggesting staffing solutions and process improvements to enhance efficiency. Supporting organizational management activities by updating charts, assisting with position descriptions, and preparing reorganization materials under supervision. You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Developing and organizing annual staffing and recruitment programs by analyzing employment gaps, researching staffing authorities, and coordinating recruitment efforts with internal and external stakeholders. Utilizing HR information systems (e.g., EL360, USA Staffing, USDA, CPRO) to track workload, generate reports, and provide leadership with actionable employee data and analytics. Resolving workforce management issues by interpreting and applying laws, regulations, and agency policies, including recruitment, classification, and organizational management, ensuring compliance with federal standards. Advising leadership on workforce management solutions by analyzing staffing data, recommending process improvements, and developing policy enhancements. Coordinating organizational management activities such as updating organizational charts, assisting with position description updates, and preparing reorganization packages (e.g., memoranda, mission/function statements, position cost models). Education Substitution for the GS-11 grade level: Successful completion of Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. from an accredited college or university may substitute for the experience required at this level. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credits comprise three years of graduate education. If that information is not available, use 54 semester or 81 quarter hours. You are required to submit proof of your claim. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the GS-11 grade level, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the grade level; then determining the your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for grade GS-11. More information on this qualification standard is located here. This position focuses on delivering comprehensive analysis and actionable recommendations to improve coordination between assigned offices and U.S. Customs and Border Protection's (CBP) Office of Human Resources Management (HRM). Primary responsibilities include supporting HRM functions such as recruitment and staffing, position classification, organizational management, labor and employee relations, and policy development. Major duties may include, but are not limited to: Planning and coordinating the Office of Trade's annual staffing and recruitment activities. Collaborating with CBP's HRM Hiring Center to develop Job Opportunity Announcements, manage certificates, resolve staffing and processing issues, track staffing metrics in HR systems, and coordinate new employee onboarding. Assisting senior analysts in advising leadership on workforce management issues. Researching program changes and recommending improvements, including the use of special hiring authorities.
