Job Description:

The Office of Acquisition and Logistics (OAL), under the leadership of the Executive Director, OAL and Senior Procurement Executive (SPE) provides Department-wide acquisition management and oversight for policy and workforce development, supply chain management and acquisition business system management. The Chief Acquisition Officer is responsible for department-wide acquisition management in accordance with the Service Acquisition Reform Act (SARA) and other federal acquisition initiatives.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/07/2025. : IAW 5 CFR. 330.607, CTAP eligible applicants must hold a GS-15 position. This must be supported by the SF-50 You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing VA's supply chain workforce training and development programs to enhance workforce capabilities and improve operational efficiency. evaluating training program effectiveness using metrics, KPIs, and data analysis to drive continuous improvements Federal Acquisition Certification -The incumbent must achieve Defense Acquisition Workforce Improvement Act (DAWIA) Level Ill or Federal Acquisition Certification Level Ill certification in Program Management and Contracting Officer's Representative or have the ability to obtain this certification within 18-months of appointment. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Major Duties Performance management that supports contracting, program management, facilities/technology shared services, logistics, supply chain, acquisition career management, instructional system design, knowledge management, human resources, budget, data analytics, program evaluation, course registration, property management, outreach, and marketing Serves as a critical resource in managing the implementation and delivery of enterprise-wide acquisition training, professional development, certification, and/or improving program performance within the VA. Leads in the development and administration of the Federal and VA acquisition workforce training and certification programs. Manages SCIDE training programs to the expectation of the VAAA Deputy Chancellor. Serves as a principal advisor to the VAAA Deputy Chancellor for all program management issues Oversees the development and implementation of the VA certification process of workforce training policies, programs, and practices. Oversees training associated with areas in developing and implementing effective career management plans Establishes general performance measures, in consultation with the Executive Director for Acquisition and Logistics (OAL) and VAAA Chancellor/Deputy Chancellor for VA to use in cooperation with their acquisition workforce development programs Leads the efforts in development of curriculum content and professional development activities in support of workforce needs and fosters a culture of continuous learning within VA's acquisition workforce community.
