Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Mission Support Directorate, located in Washington, D.C. Additional selections may be made for other organizational divisions and/or units within the duty location(s) listed above.
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Applying acquisition management policies and procedures to ensure compliance with agency standards for program planning and execution. Performing Contracting Officer Representative (COR) duties by managing contract vehicles of moderate to high complexity, including supply and service contracts. Developing and maintaining acquisition repositories and organizational process asset libraries to support program planning and documentation. Conducting program and project management analysis using recognized practices to evaluate acquisition programs and ensure effective execution. Communicating complex acquisition requirements and project management principles to stakeholders to enhance understanding and support decision-making. In this role, you will serve as a Management and Program Analyst, providing analytical support and guidance for acquisition programs by applying qualitative and quantitative methods to improve program effectiveness and ensure compliance with DHS policies. This role supports the agency's mission by enhancing the efficiency and effectiveness of acquisition processes critical to achieving CBP's operational goals. This position starts at a salary of $120,579.00 (GS-13, Step 1) to $156,755.00 (GS-13, Step 10). Major duties may include, but are not limited to: Directing and overseeing segments of CBP acquisition programs, conducting special studies and preparing acquisition strategies to achieve program objectives. Developing and monitoring management information systems to analyze and track program data, providing actionable recommendations to senior analysts. Assisting with creating briefings, presentations, and whitepapers for senior program managers, ensuring accurate and timely information is available. Applying knowledge to review and analyze CBP acquisition programs and documentation, offering recommendations aligned with policies and best practices.
