To qualify for a Human Resources Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To be creditable, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Developing and carrying out strategic HR programs that support workforce planning and talent management Creating and improving HR policies and planning methods to help the organization run more effectively Reviewing workforce data and using trends to guide HR decisions Leading HR studies and solving program challenges using project and change management tools Giving advice to senior leaders on rolling out HR programs and making sure they match long-term goals Managing HR initiatives such as surveys, training and development, workforce reshaping and forecasting, staffing strategy and placement, talent management, workforce development, workforce restructuring and implementation, and other special programs affecting the agency's workforce Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To be found well-qualified as an ICTAP applicant, individuals need to demonstrate experience including: Analyzing and revising existing policies and procedures, performing program evaluation, and providing advice in the solution of complex problems; Developing and carrying out strategic HR programs that support workforce planning and talent management; Reviewing workforce data and using trends to guide HR decisions; Leading HR studies and solving program challenges using project and change management tools; Managing HR initiatives such as surveys, training and development, workforce reshaping and forecasting, staffing strategy and placement, talent management, workforce development, workforce restructuring and implementation, and other special programs affecting the agency's workforce
Leads strategic HR initiatives by designing and executing workforce programs that align with long-term organizational goals
Evaluates and enhances agency-wide human capital policies, ensuring they support evolving mission requirements and operational efficiency
Collaborates across departments to integrate talent strategies, offering expert guidance and performance insights to senior leadership
Develops innovative planning tools and methodologies to improve recruitment, training, and employee development outcomes
Applies project management principles to oversee the rollout and effectiveness of strategic HR programs and process improvements
