Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Enterprise Services, Office of Acquisition, Immediate Office of the Assistant Commissioner, located in Washington, DC. Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Making recommendations on substantive operating programs. Preparing project papers and staff reports and organizing briefings to managers to encourage understanding and acceptance of findings and recommendations. 4. Joining Customs & Border Protection (CBP), Office of Acquisition, will allow you to utilize your expertise to serve as an advisor and support various administrative activities within the Office of Acquisition. This position starts at a salary of $120,579.00 (GS-13, Step 1) to $156,755.00 (GS-13, Step 10). In this Management and Program Analyst position you will become a key team member of Homeland Security professionals involved in the application of qualitative and quantitative methods for assessment of management processes and programs; developing and evaluating policies; advising management; providing expert advice and analysis on a wide range of programs; providing technical assistance and direct support to management staff for the development of business processes, initiatives, and tools; budget methodology and control; management techniques and theories; organizational structure; and planning and control systems. Typical Work assignments include: Serving as a Subject Matter Expert (SME) in management and program planning; development, analysis, and evaluation of administrative functions; and serving as a liaison for OA to assist with a wide variety of administrative duties in order to achieve organizational objectives and mission goals. Planning, developing, and coordinating program planning and management through briefings and presentations for management and OA staff. Serving as a liaison; establishing, developing, and maintaining constructive and effective relationships throughout the Agency. Researching and gathering administrative data in order to develop studies designed to assess the productivity, effectiveness, and efficiency of administrative and support programs. Developing, revising, recommending, and implementing administrative recommendations, guides, policies, and procedures where the proposals involve substantial program resources, require extensive changes in established procedures and/or may be in conflict with the desires of the activities understudy.
