About the Position: This position is located at Lower Granite Project, operated by the US Army Corps of Engineers and situated on the Snake River, 32-river miles downstream from Clarkston, Washington. This Project provides hydroelectric generation, navigation, fish passage and recreation.

Specialized Experience: One year of specialized experience which includes experience in the operations and maintenance of large multi-use industrial facilities OR energy production facility OR multipurpose water management projects which could include flood control, navigation, environmental and/or recreational uses; AND experience in the development and execution of an annual operating budget. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Exercises administration and technical supervision over approximately 95 employees.
Responsible for all aspects of personnel management.
Promotes team-building and improves business practices.
Manages the operation, maintenance and security of a hydroelectric power plant, spillway, navigation lock and appurtenant structures.
Responsible for a yearly routine Operation and Maintenance budget of approximately $13 million dollars.
Establishes multi-year strategic plans and project budget proposals.
Responsible for identifying, analyzing, and resolving operational and/or engineering issues.
Supervises the preparation of technical reports, studies, decision documents and project budgets.
Budget management of multiple complex funding sources.
Represents the Corps of Engineers during fact-finding tours and briefings to other federal agencies, special interest groups, regional stakeholders, congressional visitors.
Represents management working with union officials to adhere to the collective bargaining agreement.
