About the Position: Works under the general administrative direction of the district commander who makes assignments of a very broad and general nature covering long range program plans, objectives and policies. The commander relies on incumbent to carry out assigned responsibilities with minimum guidance. Exercises considerable independent responsibility for accomplishing the district's mission referring to the commander only on those matters of strategic nature or high organizational risk.

Specialized Experience: One year of experience equivalent to the GS-14 grade level in the Federal Service which includes managing large, technically complex, and/or mega-projects in the civil works and/or military programs; leading and establishing authoritative guidance and direction ensuring that program and project execution is consistent with agency policies; representing the organization at meetings, workshops, conferences, and in dealings with Federal, State, and local officials and other stakeholders; experience in providing strategic guidance and direction for staff establishing execution goals for a multi-year program and ensuring long range issues are identified and addressed; analyzing workload to workforce and applying risk-based decision making in organizational changes; performing the full-range of personnel activities including evaluating performance, deciding disciplinary actions, approving personnel actions, and recruiting new talent. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
Corporate leader at the District and Regional level through excellent communication, comprehensive risk management, and strategic decision making.
Responsible for providing effective management and supervisory direction and control over the staff and functions of the Programs and Project Management Division.
Execute concepts and principles required to perform project management responsibilities for assigned Military and Civil Works projects.
Control project funds in accordance with the Project Management Plan/provide supervision, leadership, and guidance to subordinate staff through the Project Delivery Business Process for executing the District’s assigned Military/Civil Works Programs.
Serve as an authoritative source for decisions and guidance in dealing with changes in project/program objectives.
Ensure strong partnerships are formed with all stakeholders for collaborative, sustainable alliances.
Develop leadership talent through coaching, mentoring, rewarding, and guiding others to reach full potential and maximum motivation.
Oversees the development, preparation, and submission of Military and Civil works programs and program data for USACE budgetary proposals and changes.
