Job Description:

The Medical Technician performs phlebotomy by venipuncture of outpatients and inpatients, organizes and makes phlebotomy schedules as needed. Coordinates workload needs. Performs all technical procedures in chemistry, hematology, and routine urinalysis. Prepares and advises patients for collection of timed blood, urine, and stool specimens. Prepares specimens for reference laboratory analysis. Must have skill and knowledge to identify specific sample requirement for each test.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/14/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. English Language Proficiency Requirement: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to perform the duties of this position. ~AND~ This position includes a Selective Placement Factor (skill, knowledge, ability, or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factor for this position is: "Experience performing phlebotomy/blood draws on human patients." ~AND~ In addition to the English Language Proficiency and Selective Place Factor, to qualify for this position at the GS-6 level, you must meet one of the following requirements: Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-5) in the Federal Service that has given you the particular knowledge, skills, and abilities required to successfully perform the duties of a Medical Technician - Phlebotomy, and that is typically in or related to the work of the position to be filled. Specialized experience is (a) technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic, and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the Medical Technician - Phlebotomy position. At this level, specialized experience includes experience performing a variety of relatively standardized tests, examinations, and determinations. The procedures and techniques are well-established but involve many meticulous sequential steps to complete a test; and following written procedures which give carefully detailed instructions on each step of the assigned test and examinations. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates, AND hours worked per week. ~OR~ Education: Successfully completed at least one-half year (½) of graduate level education (9 semester hours above a Bachelor's degree) or an internship in course matter that must include courses directly related to the work of the Medical Technician - Mobile - Phlebotomy such as chemistry, biological sciences, hematology, microbiology, serology, etc. This education must have been obtained in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. ~OR~ Combination: Equivalent combinations of successfully completed graduate level education and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses directly related to the work of the Medical Technician - Mobile - Phlebotomy position such as chemistry, biological sciences, hematology, microbiology, serology, etc. and must have been obtained in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. You will be rated on the following Competencies for this position: Customer Service (Clerical/Technical) Specimen Collection Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work of the position requires extensive and recurring physical exertion such as standing for long periods of time, bending, lifting (less than 40 pounds), walking, stooping, and stretching. ***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The major duties include but are not limited to: Obtains patient specimens using state-of-the-art techniques and equipment. Specimens include but are not limited to blood, urine, and other body fluids. Assists in training newly assigned clinic personnel in laboratory procedures, practices, and techniques within the area of responsibility. Prepares all types of patient specimens for shipment to reference laboratories for testing to insure that specimen integrity is maintained during all phases of specimen storage and shipment. Maintains the laboratory facilities and equipment, and controls supplies. Ensures that a sufficient supply of reagents, consumables, and equipment are available at all times by ordering an adequate supply from commercial sources or preparing a variety of specialized solutions or reagents. When operations fall outside acceptable limits, incumbent uses independent judgment in adjusting either the procedure or the mechanical device used in the operation to bring it into good quality control. Maintains comprehensive records of written and practical quality control measures and patient data to monitor all systems/processes for significant change that could indicate discrepancies or out-of-control of results. Performs work in the testing and examination procedures carried out in the laboratory. Selects, performs, evaluates, and monitors the performance of test procedures using manual and/or automated techniques in accordance with established SOP s. NOTE: Basic Life Support training is required for this position and will be provided and must be completed within six (6) months after start of employment and must be kept current thereafter.
