Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol Headquarters, Mission Support Directorate, Facilities, located in Washington, D.C. Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Leading complex qualitative and quantitative program evaluations to improve operational effectiveness, including developing performance measures, statistical analyses, and actionable recommendations for executive management; Designing, implementing, and overseeing planning and control systems and management information systems that support long- and short-range plans, budget formulation, and resource allocation; Analyzing the impact of new or proposed legislation, executive orders, and DHS/USBP directives and advising senior leaders of recommendations; Planning and directing cross-functional team studies, coordinating with headquarters and field offices to resolve complex management issues, and driving process improvements involving significant organizational change; Preparing and delivering high-level briefings and reports, serving as a focal point for program issues and supporting executive data calls and requests from OMB, GAO, DHS, and Congressional committees. In this position, you will serve as a senior analyst and advisor in USBP's Mission Readiness Operations Directorate, leading complex qualitative and quantitative assessments of programs and management processes and directing major administrative initiatives. This work strengthens USBP & CBP mission readiness by improving operational efficiency, resource planning, and policy alignment, ensuring leadership has accurate, timely analysis to execute DHS priorities. As a Management and Program Analyst, you will be responsible for directing, implementing, coordinating, and overseeing a major segment of Mission Readiness Operations Directorate's administrative program. Typical duties will include: Developing and evaluating policies and program objectives as well as advising managers and providing technical assistance to headquarters and field offices. Coordinating and leading team studies; designing, implementing, and monitoring management information and planning control systems; assessing legislative impacts and negotiating adoption of recommendations. Preparing and delivering briefings, presentations, and planning documents; directing review of submissions for substance and compliance; issuing and maintaining final planning and control documents. Analyzing effects of new or proposed legislation, executive orders, and directives; preparing impact statements and recommendations; representing the agency and supporting executive data calls to OMB, GAO, DHS, and Congress.
