Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Trade, Mission Readiness Directorate, Financial Management Division, Budget Execution Branch, located in the following locations: Ashburn, VA Washington, DC Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.
Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing independent analysis of projected budget reductions and recommending funding strategies. Tracking progress of allocations, pulling financial reports, and evaluating continual changes in financial plans. Working with staff and independently in analyzing financial and budgetary relationships to develop recommendations for financial and/or budget actions. Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Leading other staff in analyzing the financial and budgetary relationships to develop recommendations for financial and/or budget actions. Overseeing other budget analyst with training and ensuring budgets are planned, executed and accountable. Communicating with management staff in all matters relating to the planning, formulating, and execution of their directorate budget. Analyzing past and present budget program data to identify trends and variances; reviewing program change requests for funding and proposed staffing levels in relation to current obligations and expenditures. This position starts at a salary of $101,401.00 (GS-12, Step 1) to $156,755.00 (GS-13, Step 10) with promotion potential to $156,755 (GS-13 Step 10). In this position, you will serve as a Budget Analyst in Budget Formulation Branch, Financial Management Division, Mission Readiness Directorate. You are responsible for carrying out budget activity for significant program components and has a fundamental understanding of the full lifecycle of the budget process and application of appropriated funds allocated. Major duties may include, but are not limited to: Performing a wide variety of administrative and analytical duties connected with the formulation, execution, review, justification, and presentation of the budget for Office of Trade or major components of Office of Trade. Assisting with the review, analysis, and interpreting of existing and proposed legislation, appropriation language, executive orders, and OMB circulars and bulletins. Assisting with planning, developing, and coordinating financial management through briefings, presentations, and conferences for management and senior leadership. Assisting with developing cost-benefit analysis of proposed budgetary program actions, and advising Office of Trade management, program managers, and senior leadership of the most advantageous courses of action.
