About the Position: This Realty Specialist GS-1170-12 position is with the U.S. Army Corps of Engineers, Southwestern Division, Fort Worth District, Real Estate Division in Fort Worth, TX. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Planning or coordinating realty transactions involving the leasing or disposal of government lands for civil works or military projects; AND 2) Negotiating out-grants, leases, easements, licenses, or permits related to the use of government land for civil or military projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Planning, directing, and coordinating the leasing and disposal of Federal lands on several military installations within the District.
Advise real estate management and resolving especially difficult realty transactions for large, complex civil and military programs for specified program areas of the District.
Conduct negotiations of out-grants to other Federal, state or local governmental agencies, commercial concessionaires, Native American Tribes, private clubs, and individuals.
Utilize the appropriate procedures when disposing of timber, sand, gravel, buildings, and other real property components.
Conduct inspections for compliance and persuades lease/license/permit holders to comply with terms of their agreements.
Promote and maintain effective working relations with the general public, state and local governments, military components, and the District within areas of responsibility.
