To qualify for a Program Analyst your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS- 12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time- in-grade (General Schedule (GS) positions only), time-after- competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Works with integrated teams to define test requirements, develop test plans/strategies/scenarios, execute testing transactions/inputs for testing (unit/release/regression/user acceptance/interface, end to end, etc.) and document the test results in accordance with prescribed test plans. - Performs risk analysis on each project to determine what needs to be tests and how much testing is required. - Works with Systems Program Manager(s) and System Programs Specialist(s) to establish priorities and assure workload/project responsibilities are specifically delegated based on priorities, considerations of functional/technical difficulty, requirements of the task and capabilities. - Identify testing milestone schedules/deliverables, prepare workload projections, evaluate work effort effectiveness and economy, and coordinate testing assignments with other division/directorate/agency personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Leads a team to deliver full test lifecycle support, that includes design, development, testing, and implementation of IT systems, ensuring alignment with functional and technical requirements.
Oversees full project lifecycle (planning, analysis, design, testing, deployment, sustainment), managing test schedules, resources, and deliverables across multiple initiatives.
Researches and analyzes systems schematics and application configurations to troubleshoot testing and integration challenges between internal modules and external system partners.
Develops a repeatable testing process that delivers test strategies, plans, and scripts, and technical documentation to align system enhancements with mission needs.
Acts as primary test liaison with stakeholders, coordinating with senior leadership, project managers, and developers to resolve issues, propose alternatives, and deliver mission-critical solutions.
Introduces and implements an automation framework to reduce manual testing and increase efficiency across testing processes.
