This position is located in the Department of Housing and Urban Development, Office of the Secretary of Housing and Urban Development.
You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: -Experience and familiarity with the National Disaster Recovery Framework or National Response Framework; AND -Experience analyzing the effectiveness and efficiency of disaster relief program operations; OR -Experience in FEMA and/or HUD housing or sheltering programs. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

As an Emergency Management Specialist, you will: Coordinate nation-wide field level preparedness, response, and recovery operations under inter-agency and intra-departmental initiatives in their assigned HUD regions. Evaluate the content of new or modified legislation for projected impact to HUD's programs and resources as they relate to HUD's disaster recovery and coordination efforts. Collaborate with the Office of Field Policy and Management (FPM) leadership to manage, develop, and coordinate outreach and communications strategies designed to ensure HUD leadership, intra-departmental partners, inter-agency partners, and local organizations are fully informed of HUD efforts related to disaster preparedness, response, mitigation, and recovery. Develop and implement work plans to be accomplished by HUD disaster volunteers working under FEMA mission assignments or other agreements in their assigned regions or other HUD jurisdictions.
