Job Description:

The incumbent provides a variety of management advisory services to recruit for positions using automated staffing and recruitment tools for the collective United States Attorney's Offices (USAO's) serviced by the district's Delegated Examining Umbrella. To qualify for the GS-12 grade level, you must possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing 5 of the 6 the following duties: Applying human resource concepts, practices, laws, regulations, rules and precedents to provide management advisory and technical services on substantive organizational human resource functions; Applying personnel staffing and Delegated Examining recruitment rules and processes; and Experience serving as a quality reviewer in recruitment and placement actions. Conducting technical advisory services to provide recommendations that relate to position classification; Applying personnel staffing and recruitment practices sufficient to provide management with strategies to address recruitment and placement needs; Utilizing efficient techniques to fill vacancies and meet human resources goals of the organizations serviced. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted; recommended SF-50s include promotions and step increases (within grade increases). If selected for this position, you will join a well-respected team that is responsible for human resource support. Typical work assignments will include: Applies a thorough and comprehensive knowledge of recruitment and placement principles and broad personnel management knowledge to advise hiring managers on recruitment actions and to identify, analyze and resolve complex problems, including, but not limited to, the development and/or evaluation of component-wide assessments for mission critical occupations. Explores alternative courses of action to accommodate management needs and considerations. Works with key management officials in a manner that inspires respect and confidence in the final work product. Performs complex position analysis to determine position requirements and are of consideration, and utilizes most efficient techniques to fill vacancies and meet human resources goals of the organizations serviced. Locates, analyzes, and applies qualification standards. Conducts job analyses to develop assessment criteria and vacancy announcements. Utilizes automated staffing systems, as well as traditional staffing efforts in filling vacant positions. Conducts a variety of recruitment outreach efforts when advertising vacant positions and utilizes special hiring authorities as appropriate. Such efforts include veteran recruitment, Schedule A, college/university and/or specialty outreach, etc. Utilizes hiring authorities as appropriate (eg. Delegating Examining, Merit Staffing procedures, and Excepted Service appointments such as Pathways Program). Required to have and maintain DEU Certification Responsibilities will increase and assignments will become more complex as your training and experience progress.
