This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service. Additional information about this Position: This position serves as a Project Engineer responsible for construction management and safety oversight of assigned projects. Contracts may cover a wide variety of project types such as: medical facilities, conventional buildings, dormitories, food service centers, maintenance facilities, training buildings, flood control levees and structures, relocation of roads and highways, asphaltic and concrete paving, access roads, recreational facilities, and rehabilitation or replacement of hydropower generation equipment and/or machinery. Applies a professional knowledge of engineering theory, principles, methods, and techniques related to construction along with an understanding of the various construction trades and crafts, in performing and leading on-site construction management oversight activities. Who May Apply: US Citizens In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: For GS-11: One year of specialized experience which includes: 1) Evaluate construction contract plans, designs, and/or design specifications; AND 2) Recording data such as quality issues, safety hazards or work progress observed during jobsite inspections of construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering or Engineering Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For GS-12: One year of specialized experience which includes: 1) Overseeing contracted work to ensure its quality and compliance with plans, designs and specification; AND 2) Perform onsite inspections to ensure that all work meets quality standards and safety; AND 3) Performing contract modifications for construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Maintain close contractor-government work relationships to obtain the highest possible quality in the construction project.
Review contractors’ shop drawing details to determine compliance of the proposed work to the contract drawings and specifications.
Perform Biddability, Constructability, Operability, and Environmental reviews of plans and specifications.
Incumbent is a Contracting Officer's Representative and makes on-the-spot decisions to ensure that the contractors’ work is performed in accordance with the plans and specifications, accepted construction practices and good workmanship.
Work with and may provide guidance to engineers, inspectors, and technicians who are providing quality assurance oversight of contracts.
Consult and maintain liaison with representatives of the Using Service, District Office and other concerned parties regarding work progress.
