To qualify for a Program Analyst your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule(GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-11: Broad knowledge of qualitative and quantitative methods for assessing, evaluating, and improving program or project process effectiveness. Knowledge of program management, strategic integration, strategic planning, processes and methods for developing policy, key indicator assessments, and directing Integrated process teams (IPTs); Analyzing and measuring program accomplishments. Maintain working relationships with internal organizations. GS-12: Researching and investigating new or improved business and management practices to support mission activities; Possesses highly developed written and oral communication skills to effectively convey policies and practices at various management levels regarding strategic planning and integration, and support for implementation initiatives and recommendations; Monitoring and evaluating processes and procedures to ensure all controls and regulatory requirements are met recommendations to resolve issues and presenting new ideas and approaches to senior management. Establish working relationships with external organizations while maintaining existing internal working relationships. GS-13: Applying a wide range of qualitative and quantitative methods to manage, assess, evaluate and improve Strategy and Governance processes and effectiveness, including development, coordination, and dissemination of agency policies and procedures; Expert knowledge of program management and strategic integration and strategic planning processes that are essential in development of policy, key indicator assessments, , and directing Integrated process teams (IPTs); Experience providing leadership, direction, guidance, advice, and assistance to team members in workload assignments/projects. Develop relationships with a wide-range of external organizations while building working relationship at multiple levels with internal organizations. B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. To qualify based on education in lieu of specialized experience, you must possess: GS-11: Successfully completed PH.D. or Equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. GS-12: There is no education Substitution at this level. GS-13: There is no education Substitution at this level. C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade level GS-11 may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
If selected at the GS-11 or GS-12 level, the below responsibilities will be performed in a developmental capacity.
Participates in a high performing integrated process team (IPT) in the planning, coordination and collaboration, communication, and execution of each Governance end- to-end process.
Coordinates Strategic Integration teams’ program and project management to ensure schedules, papers and briefings are on time. Maintains effective working relationships with DLA, the Military Services, and DoD Officials.
Performs segments of complex studies crossing agency organizations which assist the Team Lead in developing policy drafts, strategic plans and management of Key Performance Indicators (KPIs).
Develop specific plans for implementing approved strategic program recommendations as required. Establishes a working relationship and liaison with internal and external organizations to develop implementation plans.

Supports Program Managers in analysis of complex agency impacting program assignments. Recommends staff levels, program funding, and program requirements to meet objectives.
Reviews applicable audit readiness end- to-end processes within a process management functional area - to include manual and system processes and their associated internal controls.
