Job Description:

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Legislation. As a Health Insurance Specialist, GS-0107-14, you will be responsible for reviewing, analyzing, and evaluating proposed legislation, regulations related to issues under Parts C and/or D of the Medicare Program and/or other issues affecting health insurance programs for which CMS bears responsibility.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Advising senior leadership on policies and critical issues regarding Parts C and D of the Medicare program; (2) Analyzing legislation regarding Parts C and D of the Medicare program about the impact and operational issues of the legislation for use by senior management; (3) Producing written documents for management to use in meetings with Members of Congress, including briefing documents, reports, issue papers, or decision memoranda regarding Parts C and D of the Medicare program; and (4) Working with Members of Congress or their staff on legislative interests or concerns regarding Parts C and D of the Medicare program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying. Conducts legislative, economic, and policy analyses related to issues under Parts C and/or D of the Medicare Program
Serves as a senior resource for other Health Insurance Specialists on legislative, regulatory, program initiatives and operations, and/or other special health care financing issues.
Evaluates the effectiveness of existing policies and reviews new policies and legislative initiatives for potential impact
Advises Congress on CMS activities.
Analyzes legislative analyses.
